Nation of the Shadow Realm Charter

Article. I. The Council of Shadows

Section. 1.
Clause 1: Legislative power of the Nation will be given to a group known as the Council of Shadows. Each guild or organization claiming citizenship within the Nation will be allowed no more than two representatives on the council. Alternates may be assigned as needed, and each guild has executive power to recall their council members, and redistribute the title of Councilor to any member that they see fit. Alternates may act as Councilors in the absence of the guilds original Councilor.

Clause 1a: The Council of Shadows may force recall any Councilor back to the originating guild, for a period of no less than one month, by a two-thirds majority vote. The originating guild of the Councilor removed may redistribute the title of Councilor to another member, at their discretion.

Clause 2: The Council will be required to meet at least once weekly to discuss matters of the Nation, and to coordinate events among the guilds of the Nation to provide that no actions in the name of the Nation are taken without approval or appropriate discussion.

Clause 2a: Guilds without Councilors or Alternates present will be asked for an absentee vote. This vote must be recorded within four days of the meeting, or the absentee vote will be considered abstained, and not counted towards the upper limit for majority, two-thirds, or unanimous vote procedures.

Clause 3: The Council will convene in the Guild house of the Shadow Realm, that will be appropriated for use by the Nation as it’s capital.

Clause 4: All actions taken by the Nation must have the permission or vote of no less than 2/3majority of the Council, unless said action within the charter states otherwise.

Clause 4a: Discussion of a proposal or buisness before the Council may be ended by a call of a Councilor, and being confirmed by a call from two more Councilors, in order to end discussion, and force a vote.

Section. 2.
Clause 1: The Council will have the power to impose a tax on each guild associated with or claiming citizenship within the Nation, and said tax will be collected no more than once per week.

Clause 2: The Council will have the power to declare war on guilds, empires, or organizations directly threatening or hindering the expansion and growth of the Nation.

Clause 3: The Council will have the authority to vote in or out, guilds or organizations claiming citizenship within the Nation.

Clause 3a: The vote for exit of a guild must be unanimous, except by guilds or organizations being subject to exit citizenship of the Nation of the Shadow Realm.

Clause 4: The Council will have the ability to schedule convocations, gatherings, and events in the city of the Shadow Realm and any establishment designated by the citizens of the Nation as public to other citizens of the Nation. Establishments owned by citizens of the Nation may be declared private to other citizens of the Nation. Signs upon buildings public to the citizens of the Empire will bear the abbreviation {NSR} within their name.


Clause 5: The Council will have the authority to use gold from the Nation’s treasury as it sees fit, and only with appropriate discussion and vote by the Council.

Clause 6: Representatives of the Council will be responsible for maintaining order and peace among their fellow guilds by maintaining order amongst their own respective guilds.

Clause 6a: Citizens of the Nation found in defiance of the Charter of the Nation of the Shadow Realm, or the Alliance and Non-Aggression to other citizens of the Nation that it Implies, may be ejected from the Nation after an Inquiry of the Council has taken place, by a two-thirds majority vote, with the co-operation of the originating guild. In the event of an un co-operative Guild, the Said Guild will be subject to Inquiry and dismisal proceedings by the Council.

Article. 2. The Archmage of the Nation

Section.1.
Clause 1: The Archmage will appoint members to his cabinet to help assist in the governing of the city of the Shadow Realm and relations to organizations outside the Nation. The Cabinet will be comprised of a Warlord (who only has executive power over combined Guild Soldiers, in co-operation with existing Guild Aggression Personel, and is to hold the position only during times of War, as defined by the Council, the position must be rotated so that a Warlord, or originating Guild of the Warlord does not hold the position consequetively), Minister of Finance, Solthalara (Who will also carry the responsibility of Scribe and Relations with Organizations outside of the Nation), and Minister of Imperial Convocations.

Clause 2: The Archmage’s Cabinet will be appointed using members within the Council. A Guild may have only one Council Representative in a position within the Archmage's Cabinet, and the Originating Guild of the Archmage may hold no other Cabinet positions.

Clause 3: The Archmage will have the authority to govern the city of the Shadow Realm and all events that take place within the city.

Clause 4: The Council will appoint someone that has the responsibility of serving as an impartial judge, presiding over matters brought to trial in the city of the Shadow Realm and across the expanse of the Nation.

Clause 5: The Archmage will have the authority to grant an individual or organization exile within the confines of the Nation.

Article.3. Actions of the Nation

Section.1.
Clause 1: Any organization within the Nation may at any time commit an aggressive act against an enemy of their organization. If that organization wishes Imperial assistance or a united stand against said enemy, a majority vote by the Council must condone the aggressive action against the Nation. Organizations within the Nation not wishing to commit acts of aggression against the enemy, in this case, are not required to act.

Clause 2: If any organization within the Nation is subject to an aggressive attack by an enemy of the Nation, or an organization outside the Nation, then the Nation will view this aggressive action as an act of war. The Nation will respond with force, by all members of the Nation, against the guild or organization that committed the aggressive act.

Clause 3: An attack against another member of the Nation, regardless of the provocations of a member of the Nation, is seen as an aggressive act towards the Nation itself. After the aggression has been quelled, an inquiry concerning the provocation and initial attack will be held by the Council.

Clause 4: Any aggressive act that will be seen as having been done in the name of the Nation of the Shadow Realm must be voted for by the majority of the Council, and coordinated appropriately.

Clause 5: All items and artifacts of value, seized in an act by the Nation must be submitted before the Council and stored in the appropriate location, as designated by the Council.

Section.2.
This is where the rules about inter-Imperial conflict will go... something I really wasn't prepared to touch on without the rest of the council readily available for input... (Proposition of Inter Imperial Conflict) Inter-Imperial Conflict may be initiated by the Councilors of the Originating Organization (Organization A), against another Member Organization of the Nation (Organization B), upon the informing of a Third Organization's Councilors (Organization C). The Third Organization will inform only Organization B of the Intended Aggression by Organization A. Organizations A and B are prohibited from informing other Organizations of the Nation of said Conflict. Any attack committed by Organizations A or B in the presence of another Organization's Councilors or Guild Officers, to be defined as no more than 3 CHARACTERS, (Except Organization C), will be subject to, "Breaking the Laws of the Charter," and their Votes will be removed for one week. If both Organization A and B are observed in combat, resulting in the death of a member of Organization A or B, by a Councilor of any other organization within the Nation (Except for Organization C), then both Organizations will have their Votes Stripped for one week. The Conflict may last no longer than one week from acknowledgement of a Councilor from Organization C. Councilors of Organization C will act as judges of the Conflict, awarding to the Victor of the Conflict one Vote of the Councilor from the losing Organization. In the cases of Draws, or Ties, a single vote of the Aggressing Organization (Organization A) is to be given to the defending Organization (Organization B). In cases of non-activity being the deciding factor of Victory, no votes will change hands. Organization C is required to present their judgement of Victory to the Archmage at the beggining of the Council Session where the Votes will change hands. No other Organizations may participate in the Conflict, nor may the Judging Organization (Organization C) participate in Conflict with another Organization during this time. Organization C may elect to judge other conflicts, at their discretion, and may still bear witness against other conflicts not related to Organization A or B. Organization A or B must inform other Attacking Organization's Judges that they are currently involved in a conflict, at which point, those judges must delay the future conflict one week. Those not wishing to participate in the Conflict must declare submission to the attacking Guild, publicly, at the next Council Meeting, but will not lose any Votes. Those who wish to declare resignation of a Conflict will still lose their Vote.

Section.3.
Clause 1: Any encroachment by an outside force onto the soil of an Imperial territory will be met with force. Any parties of those opposing forces obtained as prisoners of war will be brought immediately to the Archmage in the city of the Shadow Realm for assigned punishment and will be detained in the Shadow Realm prison.

Article.4. Amendments
At any time if the majority of the Council deems it necessary, amendments will be added to this charter, or amendments rescinding previous sections or amendments of this charter, by a three-fourths majority vote of the council. This document must be met with initial Unanimous Confirmation of the pre-existing Council of Shadows, in order to be activated and considered within effect.

Article.5. Recognition of Dieties
This document came from Jackal, and was amended by Shadow Realm Council, in the name of Vicious the Eternal. Vicious the Eternal is the greatest being known to exist in the Universe. It is under Vicious that the other Gods may thrive.

Clause 1: Vicious is the cheif god with which a majority of the Shadow Realm follow.

Clause 1a: Lloth is the goddess of Drow and Spider kind.

Clause 1b: Vikus is False, Vikus is not considered by this charter as a god or goddess of any power. This False god may still have a few followers within the Shadow Realm but is NOT recognized as a Diety of any kind.
