He is following a law but the law is Werewolf law, which in many cases overrides human law among werewolves, and werewolves are far more ruthless than humans.
In the seventh story he becomes an Elder and they are responsible for making and enforcing laws for their people, both werewolf laws, and human laws when werewolf laws don't apply. (Violence, werewolves, vampires, immortals. Some (respectful) religious references.)
